The ECIS Tactical Planner (TP) will provide all functions necessary to a real-time rules-based operations planner that will re-plan the schedule based upon actual rail operations.  The TP will be optimized to work with available time constraints allowing the best possible schedule adjustments to be made while still meeting the requirements of a real-time operation.

The TP provides a fundamentally sound and optimized movement planning decisions in real-time. These decisions are based upon, train consist information, track topology, local operating rules, current track bulletin information, assigned priority level, and calculated priority level.

Train Consist Information

  • Locomotive
    • Horsepower
    • Braking Capacity
    • Number of Available Units
  • Cars
    • Braking Availability
    • Loads
    • Tons
    • Empties

Track Topology

  • Grades
  • Curves

Local Operating Rules

  • Speed Restrictions

Current Track Bulletin

  • Speed Restrictions

Assigned Priority Level

  • Configurable Rules-Based Decision Matrix

Calculated Priority Level

  • Configurable Rules-Based Decision Matrix

As systems such as this are highly customizable, the first step is to outline the goals for the system, define any system interfaces, determine the types and layouts of forms and reports, and define the users and their access points.

Once this is accomplished, the TP is then configured to meet those requirements.

These requirements include:

Performance Reports

  • On-Time Performance
  • Historical Performance Comparisons
  • User Override of TP

Standard Features:

  • Familiar Windows interface
    • Multiple windows and views
    • Up to 8 monitors per desktop workstation
  • SQL database
    • All operations are logged from every workstation and every server
    • Support for queries for off-line analysis
    • Utilizes standard interface to exchange data with other enterprise systems

Optional Features:

  • Track Optimization
    • Connected to a Simulation System, the TP may be used to analyze alternate track configurations to test their relative benefits prior to capital improvements planning, schedule changes, or line capacity analysis..

Specifications:

  • Workstation
    • MicrosoftT Windows 2000T or XPT
    • Commercial desktop workstations (can support up to 8 monitors)
  • Server
    • MicrosoftT Windows Server 2000T or 2003T
    • Commercial fault-tolerant servers (providing over 99.999% uptime)
  • Network
    • Standard Ethernet network
